Who is responsible? The Owner of the home? Contractor? or the renters?

My next door neighbor had a chimney fire in Dec. 2009. Their building is 6 feet away from my home. The fire displaced two families that night. My PG&E was used from that night on for about six weeks. They used the power to protect the house to protect the remnants it from the rain. They used the power to cut the boards and close up the building. They used the power to locate and move items out of both residences. My power bill went from under $100 ( the usual bill ) to nearly $1600. Who is responsible for the bill? The owner of the building? The renters that were displaced? The contractor that wrapped and boarded up the house? Home owner's insurance? Renter's insurance?
