The best site for webdesign is, of course, w3schools.com. The world wide web consortium is the one that establishes the standards in html, css. For a photo editor course google for adobe tutorials or for corel tutorials. for color harmony, take a look at smartpixel or at chromoweb (search in google). for css, I recommend you w3schools thean www.csszengarden.com and www.cssplay.co.uk. good luck!
